  1. I would try to remove as much of the chips as possible. It's a lot of work getting new grass to grow. Why risk failure by experimenting.

I'm thinking the un decomposed wood is going to create a possible mild or fungus problem, and certainly the grass isn't going to get any direct nutritional benefit from it until it breaks down more.

  2. it would be best to have topsoil put down first.  mulch will not allow the grass to receive the nutrients that it needs as best as possible.  i suggest that after you seed the lawn, you contact your local lawn care company and have the lawn aerated and overseeded or slit-seeded.  this will give you the best thick and full lawn possible.

  3. Remove the mulch....Do not add top soil, this will invite every weed seed within miles to germinate in your yard.Rake to loosen the top couple inches of soil, seed should not just be scattered it should be buried(some grass seed up to 2 inches).Depending where you live the source of covering can vary (straw..dirt...ect.)When you bury the seed you give it a chance to grow roots before it breaks ground other wise scattered seed can wash (puddle up) during rain or watering also the sun can cook new seed as it sprout since it has no roots to retain moisture and birds like grass seed.Depending on where you live and the type grass you should see germinating seed within 5 to 20 days.I would also check into the price of sod depending on the size of the area to cover this might be a better solution..instant lawn!
