Can i hang a heavy bag on my garage?

Sure you can but why dont you get yourself a machine that holds the bag so that there wont be any roof holes. Its better and comes in any size.

If your garage roof is concrete as it would be if you live in Britain then yes you can hang it in your garage, if you have a garage with a wooden roof then you would as has been mentioned need to get a stand and fix it to a wall or the floor.

no you need to buy a stand just for punching bag.  I dont think normal wood would hold the bag up for long.

Yes, I've done it twice. I one case the garage was old so I had to beef up the joists in the ceiling. A 100lb heavy bag is equal to having a 100lb person jumping on those ceiling joists. It can be done, you'll have to inspect your garage and determine if it structurally can handle it. If not, you can grandfather in new joists
