  5. Sorry to say that any moving light on a non emergency vehicle is illegal. The only way to use this light legally is if the car was parked at a show of some sort. Using this light will get you a costly illegal use of lights ticket. Sorry!

    The 'moving display' or 'strobe' is illegal.

    See the long & boring 'Vehicle Lighting Regulations' at the .gov site

  9. UK construction and use regulations require front lights to be white( except turn indicators) and fixed in place or "steering" with the front wheels only.

    So no you can't.
