  1. No way. Anything that an axolotl can fit into his mouth, he will eat. No small fish at all. Only fish, his size and bigger. Of course you will need a big tank for big fish. You could try fast fish like the algae eaters could be ok because they are really fast. I wouldn't recommand comets though.
