You could but the commute by Ferry, using Changi Terminal or WTC, would be expensive and time consuming.  Depending on where you're from and what type of Indo visa you can qualify for, you might also have problems with daily re-entry to Batam.

Why not consider Malaysia instead?  Traffic across the second link is pretty convenient.
