  1. Theoretically, yes.

The clouds themselves consist of water, which is hydrogen plus oxygen, but as clouds are no solid objects, there should be plenty of normal air nitrogen in between the water molecules.

So if you lock your big white cloud in a huge freezer and then cool it down to -196°C, hey presto! Liquid nitrogen.

  2. I would be more interested to know why you would want liquid nitrogen?

You may not know this but most of the food that came by sea to your country has been travelling in a nitrogen container. That is to stop any possible rot due to bacterial growth.

Nitrogen is simply there to keep the environment oxygen-free. Nitrogen is produced on modern bulk carrier vessel by separating from the air by pumping it in a long cylinder with a membrane that only oxygen molecules can penetrate.

Liquid nitrogen is also used on board chemical and GNP tanker vessels to cool down other gas to liquid condition.

Now ... I am not sure what you mean about the clouds that is air that - at 15 C - contains 14 grams of water per cubic meter.
