Can i make a blog like this?

i wanted to make a blog in which people will visit my blog and rite thmselves...i dont want to make a blog in which i post always.....i want to make in which people come and write about something that i have given them the heading

i cant see like that ....in every blog making it is that the owner of the blog will have to post

You are looking for a blogging service that allows for multiple authors. That's called collaborative blogging (or group, multi-user, or community blogging). Specifically, you'll probably need developer-hosted collaborative blogging service unless you already have a website.

Of course, you can also share your username and password with others on various blogging services. However, that will cause security issues, putting the control over the blog out of your hands.
