Do you want VoIP or PSTN phone calls over your PC?

For VoIP,

All you need is a Internet connection, microphone and speakers.  But, a headset with built-in microphone is best.  And a USB headset is even better.

Then, subscribe to:

Skype, Yahoo Voice, Gizmo Project, PcCall, MediaRing Talk, Efonica, Raketu, etc...

These services offer pre-paid calling and pay-as-you-go... no contracts or commitments, or equipment to buy...

For PSTN calls using your telephone line and PC:

To initiate calls from your PC over land-line-to-land-line;

all you need is:

PSTN land-line connection

Voice Modem installed in your PC

Telephone software from NCH Swift Sound

The NCH software can allow you to use your PC as an answering machine and place phone calls direct over landline from your PC.

Of course you can!

Check out Skype.  All you need is speakers or headphones and microphone.  Total cost of $15 at wal-mart.  

Go to www.skype.com and download the Skype Application.  It will walk you through creating your own Skype account.  You can call other computers with Skype for FREE. When you sign up, you get 10 minutes of SkypeOut.  You can also pay $10 to get 600 minutes of call time to call from your computer to a cellphone or landline.  OR you can pay an additional small fee to get a SkypeIn number.  This allows people who use landlines or cellphones to call your computer directly!

There are also plugins for Skype that allow you to use it as a fax machine, Automated Attendant (please press 1 for jane, 2 for bob, 3 for my cellphone...and it will transfer callers without an additional fee).

I have it and love it.  The sound quality is magnificent.
