Yes you can. The most basic design requires a mechanical switch, a transistor switch and a transformer. Check the link below for a schematic.

Yes, inverter design is pretty straightforward. Here is an example:-

You need to decide the power, frequency, input voltage and output voltage and go from there. The most difficult part to procure is usually the magnetic components for the transformer.

Note that it is always cheaper to purchase a mass produced inverter than it is to build a one off, the same as automobiles. But the design challenges are interesting, plus you may have some unique requirements.
