Yes you can.  CD-R will hold 700 MB's worth of pics and DVD-R will hold about 4.86 GB's of pictures.  If you are looking for some great burning software that is free, it is called CDBurner XP Pro3

Yes always back up your picture files.  I make several copies of my picture cd files.  I also use dvd format when the files are  very large .
