Can i possibly get money for finding this??

Question

i found this in a parking lot by a boat launch. its a picture of evidence with all of the info on the back. its a homicide case from 1973. here are some pics of the picture:

it says the agency is the FBI. should i turn it in?? if so, how?? it looks like it got wet but it isn't smeared. it has a rip on the side.

surely it`s your duty as a law abiding citizen to hand it in to the police .IF you keep it then is`nt that theft  or witholding evidence ?
