  2. You could but it's not a good idea. The steel isn't properly treated for an underground installation and will eventually rot out on you.

    If you're thinking of making it easier to get in and out of the pool, why not just build a small deck?  Easier and no rusting issues.

Even if you will be allowed by City Hall.  The cost of building above ground might be too expensive to be practical because of the structural reinforcements.  Water has so much weight as side from the dynamic forces that would act on the walls you have to worry about water proofing.  I haven't seen a diving pool that is built above ground.  It is possible but too costly to bother.

    Whereas building on excavated ground you wouldn't have to worry too much about weight and forces since the ground itself is supporting the total weight and dynamics.  I have heard of a proposed indoor scuba diving aquarium to be built above ground around 5-6 floors up somewhere in japan, I just don't know if it was built yet.
