The only thing that would not make it permissible, is that such acts like dying one's hair, is an act that the non believers do. Muslims never picked up such traditions until it came from the western society which the majority and disbelievers, and doing things that disbelievers do is forbidden. So if an act like dying your hair came about from disbelievers then it is forbidden. It is in the Quran that it is forbidden to imitate the non believers and their tradtions. So even though it's not stated it's forbidden to dye your hair, it says it is forbidden to imitate the non believers, and dying ones hair is an act that came about from them;.
