  1. On private land, sure. Consider a mineral-protein block if you really want to help the deer. And don't feed them anything in a populated area or closer than 500 yards to a road that carries vehicle traffic.

  3. on public lands you probably can't . check the regulations online.  

  4. Yes as long as you are not hunting over it,you will see more deer if you sew a food plot over it!
