Yes , but you won't get money back.

Although when double coupons started they would actually pay you to take the product.

I remember I got two boxes of cereal and two packs of turkey bologna , and received 40 cents change , without paying anything.

The registers do not allow this any longer.

It depends on the store you go to. Some stores may refuse the coupon because the value is higher than that item. Others will adjust the coupon value to fit the item. Some might take it and you'll have a little overage on your total.
