  1. you cannot reissue the passaport, it is renewed. yes, it can be applied for six months before the date of expiry and no reason is required at all. it is just a normal procedure.

  3. I think: Before (6 months' span) expiry of the Passport you should send your passport to Indian Consulate in NY. The reason is not mandatory to mention. But they may look into your 'green card' so send the photocopy of it, You can look into www.indiacgny.org for guidance on this subject.

  4. You don't reissue your passport.The Regional Passport Office which issued the original passport renews the passport.You need to file the requisite application together with all the documents called for therein with the issuing office and wait for the renewal.No reason need be given.Good Luck.
