Can i reprogram my ceil phone for a different provider?

i have a metro pcs samsung cell phone. and also a sprint lg cell phone. can either of these be re programed to work for cingler? if so can it be prepaid or does it have to be on a plan

Sorry, neither one of those can be made to work with Cingular. Metro and Sprint are CDMA networks. Cingular is a GSM network. Those are different technologies and the phones are not interchangeable.
