Unless, there is a special royal event where the Queen and her royal family comes out to the public and formerly greet her people, then the chances of seeing the Queen live in person are very slim. You can try camping outside Buckingham Palace, maybe you'll get a glimpse of her in her car if she was leaving the Palace grounds.

    Buckingham Palace is open for visitation to the public, however, only certain rooms are available for viewing, the part where the Queen lives and work are off limits. So even if you went inside, you might not even get to see her. Unless you were extremely lucky, and the Queen decided to come out and greet everyone from her office.

    Note: The Queen was caught on camera once at Windsor Castle when she was seen walking behind some columns, and the camera snapped just as she turned her head and faced the crowd. I don't think she wanted people to know she was there because she looked like she was just taking a sneak peak. So keep your eyes open because any white hair old lady watching distantly away might just be Her Majesty the Queen!

The best way to see the Queen or other members of the family, is to look in the times newspaper under the section "court circular".  This will list the engagements the royal family will carry out that day.  Then you can go along and stand in the crowd or mill about until the Queen (or whoever) arrives.  

    If you wish to talk to her or take a photo it is a good idea to take flowers or something that will grab her eye, or cause her to come over to you.  Give her the flowers, take a pic or have a chat.  It will be brief as the Queen will have to move on, but it is standard practice for her to acknowledge those that have waited to greet her.  (unless it is a more formal occasion like trooping of the colour where she will be required to just do her duty, and whilst you can watch, it will not be possible to interact with her)

    As the Queens diary is set so far in advance if you really want to know what she is doing and can't wait for the newspaper you could call the office at Buckingham Palace and ask for details of engagements for the chosen date.

    I checked for the date and they said try again,that entries are changed daily.If she isn't making public appearances in London,that day,you're out of luck.
