  1. can you picture the way the conversation will go?

YOU: hey, i want one million dollars for this money making idea.

BUYER: ok, here you go. one million bucks.

    YOU: here is the idea....

BUYER: what, that's the idea? but it wont work because...

YOU: sure it will work, i just have not proven it.

BUYER: dont cash that check...its as good as cancelled.

first get your idea to work, then you will find buyers.

  2. Perhaps if you have the background to carry it out. Ideas by themselves are rarely funded. Also, it will depend on how professional your plan is. If you have a good deal of experience in the business and your plan is professional and well written, you may be able to get funding.  Your choice of words "can i sell a plan..." indicates you don't have a lot of business experience.  Business plans are not often sold. Investors fund businesses in exchange for ownership (equity). If you don't have the background to carry out the plan and are really serious about it, get the experience and education you need or find partners that have the background. If all you have is the idea and little or no background yourself, you are not likely to be taken seriously.

  3. Nobody will buy it.

Nothing's proven until you've shown it works.
