In theory, yes.

If you are sending from a phone also, both of you have to have MMS (Multimedia Messenging Service) enabled.

You didn't say which country you are in, but Cingular (US) has it, as well as all the UK networks.

Alternatively, if the cell phone has access to email, you can send it to the phone via email, and the person can pick it up and view it from their email account, on the phone.

I think you need to be more details on your question, where is the photo? I mean, is it the photo (not phote, right?) in your computer or somewhere else?
