  3. I am sure you would have to consider a number of things. Check with the city first of all to see if it is allowed.  If you are actually thinking of a being in charge of something like this it would be good to consult an attorney and find also about insurance.

  4. Contact your community's local Parks & Recreation department.  They might already have something geared for a children's program.  Also, you might need to have some sort of permit to start a program at a park.  Not sure what your local ordinances are like.  

    Are you wanting to start a drop-in service at the park?  Is it free?  What age groups are you seeking?  Is it more of a Mommy & Me session?   If you charge a fee per session, then you are starting a business and have to go through the whole process of registering a business, claiming income, liability, etc.
