I would wait because you will want to be able to breath out of your nose.  Just reschedule your appt.

Of course! Your orthodontist wouldn't really care! He wears a mask anyway! Braces do not inhibit breathing so the two do not clash! Everyone gets cold from now and then anyway. If you keep on sneezing then keep it under control because if you get your braces then you may get them placed wrong because of your disturbance. If you get a snotty nose, then keep tissues handy and don't put your orthodontist off when he looks at you from the angle he will -"Yuck! Snot!" Of course he won't say that! (Hopefully!)

wait till you get all right or you might infect the orthodontist & he will curse you.

Yes you can.  It might be a little difficult/uncomfortable for you if you can't breathe through your nose, but you can do it.  The doctor wears gloves and a mask so there is no problem for him or her either.
