  1. The answer depends on what you want to do with the seeds.

    If you want to plant them it is usually best to use seeds within a year. A general rule of thumb is that the smaller the seed, the quicker it deteriorates. Lots of herb seeds are tiny. Best thing would be to do a web search for "germinate blank seed" substituting the herb where blank is. You'll find specific planting instructions.

    If you want to use them for medicine, there is no particular need to refrigerate them. Keep them in a cool, dark place. About 65 degrees Fahrenheit is great but 72 isn't bad either. Amber glass jars are nice to keep the light out. If you don't have that, wrap the jar with a brown paper. Use a jar that fits the herb so there isn't a lot of air space. Most herb seeds are still potent after 2 or 3 years, then begin to lose their properties.

  3. Yes!  Seeds can last for centuries, as long as they are dry and don't get moldy.
