Can i study in USA with my 3 years bachelor's degree? If yes which universities can i apply to?

Bachelor Degrees are generally 4 years. Since you already have 3 years, you might at well finish your last year of college wherever you are. Let me tell you why....

First: You are only allowed to transfer a certain amount of credits, and it may only cover 2 years worth of credits. So you will end up spending more than 4 years getting your bachelors

Second: You cannot just transfer into a school and expect to graduate. Each college has its own general requirements for graduating. You need to fulfill each of your intended college requirements before you can graduate from that college (which is approx 2 years or more worth of classes) So once again you will spend more than 4 years getting bachelors.

At this point, it makes no sense for you to transfer because of the reasons which i just told you and because the cost will be very high for international students and you are almost done where you are, so just finish. However, if you still choose to come to usa, you can apply to any university of your choice. They all have international students.

If your degree program is 3 years, you may want to do a masters, or a recognized post graduate diploma, before enrolling for a masters in the USA.A graduate degree program in the USA is a four year program. You need 16 years of college education, to be eligible for a master's program in the USA. At the end of the 16 yrs, you should be awarded a degree. In India, there isn't such a system, except for engineering and other professional graduates. Therefore, we have to do an Indian masters, before enrolling for a Master's degree program in the USA.
