If you are talking about your suitcase with a plastic bag inside that has the shoes, then I'd say yes--I always put my shoes in a grocery bag inside my suitcase/bag.

Are you talking about just taking a plastic grocery bag with some shoes on it as your carry-on item? I've traveled twice in the past year--there were no rules about grocery bags or shoes (except that you have to take the shoes you are wearing off for a little bit)

Is there a rule about having a bag that doesn't close up? I don't think so. Anyway to double check all that info is on your airport's website.
