I had notified the landlord with a letter attached to the rent check that there was a roach infestation in my apartment and others in the building i have also notified the super verbally on two separate occasions, but i was ignored so i called an exterminator and i would like to know if legally i'm allowed to provide him with the receipt and take the total out of the rent (i also made a complaint with the health department)

  1. Yes, you are legally allowed to do that. It is there responsibility as the owner's of the building. If they still refuse to pay it, you may want to look into taking it to court.
