Can i take my pasport picter my self if so how and can i print it at a store?

Yes you can. I took mine myself, cropped it on the computer according to the required dimensions, then I took it to Staples so they could print it in high quality.

However, I wouldn't recommend doing it yourself if you can help it. Just go somewhere like a post office or government building and get it done professionally. I had a lot of trouble getting mine exactly the way they wanted it. In fact the first picture I submitted, they sent back to me after two months saying it wasn't good enough, and I had to send it in again. I barely got my passport in time for my trip.
