Can i talk to people on xbox 360 online?

like, can i talk to them without having a xbox? like, if i know thier IDs?

You have the wrong category for this type of question my friend. This is for the 360 blog questions, you need the games and recreation category.  Try going back to the ask the question page and there where it has the categories listed. Click onto each one of them to get more subcategories.  This question could probably be answered really quickly and accurately in the correct category.. It is easy to think you have only a few categories to choose from,  but really there are a lot more of them to choose from. Just click the category and subcategories will drop down from it.

What kind of IDs are you talking about?  If you use XBOX live to talk to a person, the other person must have the same.  So yeah you would need an XBOX for that on both ends.
