you CAN cut bamboo at just about any point on the cane for most species. The canes that are cut will NOT get any taller, though they may get "bushier" depending again on the species.

Bamboo losses much of its natural grace and beauty when the tops are cut off, but if thats what you want to do, it wont significantly harm it
