Can i use 20 amps breaker to run 15 amps 14/2 wire & 15 amps receptacles?

No, if you are running 14/2 wire, use a 15A breaker  It is possible to draw too much current for the wire if you use a 20A breaker and the wire will heat up.  You can use 15A receptacles on the 20A breaker though, but use 12/2 wire.
