  1. Yes, you can use a Wal-Mart card anywhere Wal-Mart cards are accepted!

Yes however they will charge you an additional 2% of your total purchase for every transaction.  This card is issued by GE Money bank and this information is listed in the card holder agreement.  It would also be a good idea to contact them before leaving to mexico so they can note your account and it doesn't get blocked for fraud for being used outside the country.  I have posted the agreement for you below:

    19. Foreign Transactions. If your Wal-Mart MoneyCard is used in a transaction that is submitted to the Visa or Interlink networks in a currency other than U.S. dollars, Visa will convert the transaction amount into U.S. dollars using its currency conversion procedure. Under the currency conversion procedure that Visa currently uses, the non-U.S. dollar transaction amount is converted into a U.S. dollar amount by multiplying the transaction amount in the non-U.S. dollar currency by a currency conversion rate. The currency conversion rate that Visa typically uses is either a government-mandated rate, or a wholesale rate provided to Visa. The currency conversion rate that Visa uses for a particular transaction is the rate Visa uses for the applicable currency when the transaction is processed. This rate may differ from the rate in effect when the transaction occurred or when it was posted to your Wal-Mart MoneyCard, and may be higher than the rate you could have gotten if you had converted U.S. dollars into cash. If a transaction initially in a foreign currency is converted to U.S. dollars before it is entered into the Visa or Interlink networks, the conversion rates and fees of the company that did the conversion will apply. We charge a fee of 2% of the dollar amount of each transaction that you make in a country other than the United States, whether or not the transaction was in a foreign currency.

  3. I actually know the answer to this. If you bought it in the us you can only use it in us. I had the same issue with canada. my boyfriend is from canada. Needless to say, they told me that it is a different banking company all together, so sorry you can not :(

  6. of course u can. u can use it anywhere VISA is accepted. BUT i think there will be a charge of 10% transaction fee. meaning if u spent $100 ull get an extra charge of $10
