  1. No. It'll compromise the water quality and it'll leak. PVC piping is never epoxied.

Also make sure you're using the correct type of PVC piping for potable water, usually it's white CPVC piping.

Get the correct 'glue' the type of PVC you're using. It is actually a solvent that will momentarily dissolve the PVC and melt or 'solvent weld' them together.

The stuff comes on a small can with a brush built into the cover.Sometimes you can find it single use packets which are good (cheaper) if you only have one or two connections to make.

Clean the inside of the fitting and the outside of the pipe lightly with sandpaper. Check them for fit, and apply a thin coat of solvent. Twist them together to help the solvent spread. It will harden up quickly, but do not apply water for the amount of time it say on the label.

  2. No you shouldn't because marine epoxy does not have a low VOC rating (VOC =Volatile Organic Compound). It may compromise the quality of water in a bad way. You should use a low VOC rated PVC glue, and make sure you clear the pipes of any residue before allowing anyone to drink from it. Allow it to set for 24 hours before operation prior to clearing as well.
