Depends upon the kind of flight you take and where you book it. Now the Reissue desk might be able to use your Voucher but im not sure what you mean by voucher. If its an unused ticket  Yes you can but the flights have to be booked by Delta since HA is a Skyteam partner they do permit it but if you are talking about a paper voucher you'd have to go to an Airport or to a City Ticket Offic
