Can i use my old ps3 HD to transfer to the new 1?

if i take my old hd out and put it in an encloser can i transfer my saves to the new 1

You'll need a memory stick or portable usb hard drive to transfer your saves to then you can transfer the saves from the memory stick/usb portable hard drive to the new hard drive.

Note: Just transfer game saves and do not use the PS3 built-in back up as it well save everything !
