if made properly, yes

i'd recommend abusing phantom of chaos and foolish burial instead of a straight horus with lv4's in there, he's not needed and compromises the whole build (foolish burial, send lv 6 to grave, summon PoC, safe from bottomless trap hole, remove horus 6, drop level up!, offer Phantom of Chaos, special out Horus lv8) then it's all about flipping royal decrees, specialing jinzo, and getting out Destiny Hero - Plasma to make a full lock (believe me, it is possible)

I dont see why you couldnt, ive done it before..but as ive told other people, its not the deck, its the brains behind it. if your dueling strategy is good and your using that deck, yes chances are that you can win a local tournament or two. Although when it comes to Regionals you may have to up your game a couple notches.
