    read to them EVERY night. constantly work on helping them improve memory with games.

    its never too young to start talking to them about drugs

    get them interested in foreign languages and MUSIC!!!

    and TALK TO THEM!! don't "talk down" to them either. you don't have to talk to them in a sweet, high pitched voice all the time, like you would to a pet, or something. Just talk to them like you would a normal person, but use words they can understand. but you also need to use different vocabulary. use words that they can learn and always challenge them.

    PLAY!!! they learn an enormous amount of social skills, vocabulary, and lots of other stuff just from interacting with you. you can play a game with them, or cook with them, and when they are old enough, you can practice measuring/math when they help you cook, and do the chores.

    turn everything into a game. have them help you put clothes away. try and "shoot" the socks into the dresser drawer like you are playing basketball. or pass them form one person to another and have one person stand by the dresser  for a "slam dunk". this will improve coordination of all kinds, not to mention social skills, and its FUN!!!

  3. Not really measured, but yes it can be improved. When their babies talking to them and reading over and over to them. Repeated things help them learn. So if they want to read the same book over and over and over again, go with it. It helps them!!

  4. I don't know if a baby's intelligence may be measured, but I believe reading to babies/children will greatly enhance their intelligence.

Wow,  a child's mind under the age of 5 is a bit like a blank chalkboard and every thing they are exposed to that is advantageous for learning, goes in and about 5 it all settles in the right category and then they have a wealth of info.  this comes from a book I read and I'm a recently retired elem /preschool teacher.  I can usually tell if a child is smart or not, but I  would never try to measure it.  For any child, please expose as books suggest to many things and experiences.  It will all pay off.
