It can only be used from your hand on your turn like all other quick play spell cards. However they must be set on the field to be activated in your opponents turn. Just so u know aswell IRS cannot be used on stuff got from mystic tomato, shining angel etc. because it is in the damage step.

You can, but only during your turn.

inferno reckless summon is a quick play spell card!

meaning it is played like both! spell, and trap

you can set it down, and activate it like a trap card on either turn!

or you can use it directly from your hand only on your turn!

so yeah, it can be treated as both, but its still a spell card! so magic drain/ magic jammer, can still negate and destroy it!
