Can it be legalized?

I am thinking of buying a mini quad from mini pocket rockets and i want to know if mit can be made street legal in NYC. If i add healights, taillights and blinkers also with a license plate?

Cant get a license plate for it, that will be your biggest problem, because it is not a legal street vehicle.

The vehicle will have a sticker on it, usually near the VIN plate, that states it does not meet federal safety standards. Because of this, it can not be legally registered.
