  1. Sure, its called a flame out.

It can happen due to a lack of oxygen (altitude, compressor stall, water ingestion etc)

A lack of fuel (out of gas, fuel pump failure, loss of motive flow)

Or a lack of ignition (There are igniters inside the engine that actually light the fuel/air mixture.  They could conceivably fail)

It is exceedingly rare and most pilot will never experience a rotation stoppage of their engine.  But it can and does happen on occasion.

  2. yes but it would take a lot of high pressure wind or someone intentionally blowing on it very hard. It can usually sustain wind of 35mph or higher and still stay light.

  3. Not sure I am following your slang, but I will assume you are talking about a jet engine losing ignition.

Once the combustion cycle is started in a jet (turbine) engine and everything is functioning correctly, it will continue until it runs out of fuel.  There is no further need for ignition once the engine is up an running.  Of course, a violent disruption of airflow across the intake could "flameout" a jet, but there are restart procedures for that.  Many jet engines have a "continuous" ignition system that is enable for takeoff, landings and turbulent weather.  This supplements the flame tubes between the combustion cans in case there is a flame out.
