Can just anyone add..."VOTED BEST" on their business card / web page / flyer etc ?

Because I have seen this and think that it is a great way to get noticed. It doesnt mean necissarily that they were chosen, just "voted best" for whatever their product may be. Im sure nobody really asks, "oh so who voted" OR for WHAT exactly took place and when. So tell me, could a family in a living room vote for one company to be "the best in town" and then add that to a billboard etc? Just curiousity folks. Thanks
