Can just anyone pick up stuff that has been set out on the street, where people have been evicted?

I have seen numbers of times, where people get evicted, and their stuff gets set out on the street. You can drive by, and people are going through this stuff, and carrying it off, like it's a free-for-all. . Is this legal? I'm not interested in carrying off anyone's stuff, but I was just wondering. You see it so much, these days. It's really sad.

Yes it is legal to pick it up.  It is considered trash and until trash pickup, anyone can take what they want... sad but true
