Not really. If people knew that your friends were the one that wrote that letter of recommendation, they can't epxect the letter to be unbiased.

teacher or a person you work for.

Depends on what sort of friend you are talking about.  If it is your best friend, then probably not because they will be too biased.  If it is a mentor type person, then maybe.  A recommendation needs to be from someone who has had direct involvement w/ and overseen what you have accomplished in something.

Of course it can!  But how much weight will it carry for the person may vary upon whom is reading the letter, however, should a total stranger give the same person a letter I would think that one would be more beneficial for someone.  But, this is my opinion and any letter of recommendation would only help someone out not hurt them regardless of friendship.

it is best 2 get them from mayb like an old boss. family and friends dont really show anything well because they may jsut b saying stuff so tht u will do good but old bosses could care less. it also depends on wht u want the letter 4

i don't see why i couldnt. you can get them from teachers and teachers can be considered friends because you spend so much time with them

i dont think thats a very good idea. the person your giving it to might think u had the friend lie for you. so its best u dont.

Yeah, it may not be the best, but if it comes from a friend, it should be a close friend who really knows you.

Is this for a job application or a school application?  

I think in general it is best to have a recommendation from someone who has been in authority over you, such as a boss, teacher, pastor, or other mentor.  

Friends will say anything, so a letter of recommendation from them won't be as credible as it would if it came from the others I mentioned.
