  1. Yes they can.  Any piercing can migrate or reject.

The most frequent culprit in migrating lobe piercings is heavy earrings.  Think of the earring itself, if your ear is pierced at a standard gauge then you basically have a small piece of wire through your ear. If that thin bit of wire is holding a heavy dangling earring then the pressure may cause the piercing to migrate.

Consider also that sometimes a piercing just has to "settle".  Once the piercing is healed it may be slightly different then when it was first done.  When the swelling around a piercing decreases the position of the jewelry will change.

If the piercing is not healed and you are noticing blood, pus, or any other unseemly discharge the piercing could be rejecting.  If that is the case you should immediately contact your local piercer.

If the piercing continues to migrate, or if you are seriously worried about the health of the piercing, please call your local (well-reputed) piercing shop.  They will be better able to assess the situation and give you sound advice.

  2. the only reason why they would be lower is if you wore very heavy earrings in them that would have stretched the hole. other than that, they shouldnt have moved
