Can man made lightning be created that is more powerful than natural lightning?

No, lightning is hotter than the Sun. There are places where they have huge capacitors that store enough charge to jump through large portions of unconductive air (I saw it on the Ben Franklin MythBuster episode), but thats nowhere near real lighting. We can cause lighting to strike on spot by launching a small rocket that either unfurls a long thin metal wire or or releases a conductive smoke. Man could not CREATE anything near the power of lightning unless someone built a capacitor the size of a thunderhead.
