Sword making is a specialty. Your best bet is to contact a company or individual who makes Rapiers and ask for the cost of a custom blade.

Have you thought about simply buying an inexpensive blade and having it cut down to the size you want? Always cut from the tang and rework a new tang to fit the hilt.
