  1. If you are FLYING to Mexico, each person MUST hae a passport.  If you are travelling by LAND,  adults need a photo I.D. and a certified birth certificate.  minors need their birth certificate. See 1st site below to read the current reglations.  A child travelling without both his parents, MUST have a letter of permission giving the adult he is with permission to bring him out of the U.S., to Mexico.  BOTH parents must sign this and it must be notarized.   This is Mexican law. Sometimes they ask to see it, sometimes they don't...but if you don't have it, they can turn you away.  See 2nd site below and read the section on MINORS under Entry Requirements.
