Can my US visitors visa be changed to a permanent resident and can i(17yr old) complete my studies in the US?

i want to study in the US. am going there on a visitors visa hoping that if i get a school there, want to get a permanent resident through the petition of a relative there . am 17 years of age. i also study at a good college and on the verge of completing my A level in 7 months. however am having to move to US with my mum. i wanted to know if my visitor's visa can be changed to a permanent resident via a relative and whether am going to need to complete my a level there or can i get in a university directly if i get a permanent resident? will my education costs reduce as well if i get a PR? i'll be very happy to receive answers as i am in a real dilemma!

  1. if u get visitors visa, it will take some time to get student visa.  PR can get if relative sponsor u. "A" level is not found in usa. so u hv to do online or make special arrangements.     to enter uni u need your "A" levels.  once u get pr u pay local costs. this is usu after one yr residency.
