Can my apartment not charge my neighbor to fix there door then charge me?

My neighbor has only been here about 4 months. I've been here about a yr and a half. Her screen door broke in the middle and they fixed it. I was talking to the maintenance guy and he said he's had to fix some 4 or 5 times. Then about a week later mine broke and he said that will be 40 bucks. I said but you fixed my neighbors for free. He said the rule changed today. Can he really do that? I am waiting for a call back from the office.

Your rights and responsibilities are set out in the lease, not in some general law.  Read the lease.

Yes, they can charge you for the repair.  That's really what it amounts to, and what they do for other people, in the past or even the future, is not legally important.

Yes. The only possible case you might have is if you think they charged you because of your race, s*x, etc.
