Can my girlfreind marry on a tourist visa?

Yes.  But apply for adjustment of status quickly because if her visa expires before its processed (and it can take months or even years to process), she has to leave and re-apply for entry as a spouse, or she becomes illegal and can't get a green card.

Yes, but technically it should be converted to a "sweetheart" type visa.    If she is from Mexico, it is a lot easier.  If from europe or asia it is a lot harder to get.  Check with Immigration to be sure.

Yes but the chances of her getting deported for Visa, Immigration fraud is real good if she tries to stay in this country! It's one of those things the USCIS and US SD look for. And then it's a 10 year min ban from applying for a US Visa. Be smart. Do it the right way. I'm glad I did everything by the book.
