  1. No. It's is not legal in Brazil.

On the contrary the of USA, Brazil have a very intensive control over guns for sale and you must to register to have the right to keep one inside your home. Not walking around with one on the hands/clothes.

A very, very limited group of persons have permission to take a gun/pistol at the streets: militaries, judges, attorneys and some people people who are being threatened by a real dangerous enemy.

If not, nobody can take a gun in public. And in the case of the policy to approach him, there's a prison for until 5 years in a brazilian penitentiary.

I advise you don't let him bring any gun for here.

  2. If I remember correctly it goes as checked baggage or shipped and he can not take ammo as it is restricted as a dangerous good. So best bet leave it at home. Call your airline they will give you the scoop on firearms and ammo.
